Anime and game cosplay is usually cut to Asian sizing, which runs about one to two sizes smaller than US and EU clothing, so many pieces run small compared to standard Western clothing. Always order by the chest and waist measurements on the product's size chart rather than the size you normally wear, and size up if you are between two sizes.
